On Monday, March 16, 2026 at approximately 2:30 PM PST, the AQHA 2-Year-Rule was officially removed during the 2026 AQHA Convention.
This victory did not happen overnight. It is the result of years of dedication, countless conversations, and a unified belief that the rule was not serving the purpose it was originally intended to fulfill.
One year ago, at the AQHA Convention, Melanie Smith stood before the Stud Book Committee and made her position clear. She spoke not only with conviction, but with purpose—and she made a promise:
She would be back in 2026 to get the rule removed.
This week, she did exactly that.

“This moment is everything we fought for. I am incredibly proud of the AQHA membership for standing up, using their voices, and believing in the future of this industry. This wasn’t about one person—it was about all of us coming together to do what’s right for the American Quarter Horse. And today, that’s exactly what happened," said Melanie Smith, one of the Texas Directors for AQHA.
The Turning Point
On Saturday at the 2026 AQHA Convention, the Stud Book Committee voted to keep the rule in place and proposed the formation of a Task Force to gather additional research and data through 2027.
The goal: to further study genetic diversity and determine a future course of action.
However, after reviewing the data presented, it became increasingly clear to many members that the current rule was not effectively addressing the issue it was created to solve.
That same day, AQHA members were given the opportunity to speak.
Nearly 20 individuals stepped forward—sharing personal stories, real-world impacts, and heartfelt perspectives on how the rule has affected their breeding programs, their livelihoods, and their legacies.
It was a powerful and defining moment—one that underscored just how deeply this issue matters.
The Membership Speaks
By Sunday, the conversation had shifted—but the most important moment was still to come.
On Monday morning, the AQHA membership cast their vote.
The result was undeniable:
A Unified Decision
Following the membership vote, the decision moved to the AQHA Board of Directors.
In alignment with the voice of the membership, the Board voted to:
This decision not only respects the will of the membership—it also ensures that the issue of genetic diversity will be approached with accurate data, thoughtful analysis, and the right solutions.
"Taking this rule out shows that AQHA really is a representative democracy. The Membership spoke, the board listened, and now we've opened the door for more genetic diversity and more stallion options in the industry," Matt Witman said, Director at large for AQHA.
